Bylaws Of the South Bunbury Junior Football Club Inc.

Our Vision; Providing opportunity for all through football.

Drafted April 2017

1   DUTIES OF THE PRESIDENT

  1. Chair Special, General and Annual General Meetings,
  2. Attend Association meetings,
  3. Prepare an annual report for presentation at the AGM,
  4. With the support of the committee steer a fundraising event,
  5. With the support of the committee contact local business’ for sponsorship of the Club,
  6. Be responsible for all committee members and ensure their portfolios are effectively organised and carried out, and
  7. With the support of the executive committee resolve queries or disputes from coaches,    parents or other interested parties regarding the teams, players, coaches and committee.

2.  DUTIES OF THE SECRETARY

  1. Co-ordinate all correspondence of the Club.
  2. Prepare and distribute agendas of meetings,
  3. Take minutes of all meetings and issue copies of same to Committee,
  4. Ensure a true and correct minutes, signed by President and are kept in both digital and hardcopy,
  5. Keep and maintain an up to condition record of current Committee members ,
  6. Keep and maintain a copy of the current constitution and, upon the request of a club member make available the constitution for inspection by the member,
  7. Unless the members resolve otherwise at a general meeting, have custody of all records, books and documents that the Treasurer does not have custody of, and
  8. Perform other such duties as are imposed by these rules on the Secretary.

 

3.  DUTIES OF THE TREASURER

  1. Be responsible for the record of all moneys paid to or received by, or by him or her on behalf of, the Club and issue receipts for those monies in the name of the Club,
  2. Arrange a bank account and deposit all monies received into the club bank account,
  3. Arrange the signatories for the bank account to sign all cheques,
  4. Make payments from the funds of the club with the authority of a general or committee meeting and in doing so ensure that all cheques are signed by himself or herself and at least one other signatory, or by any two signatories as authorised by the committee, no two signatories may be related,
  5. Keep accounting records and correctly record and explain the true financial position of the Club,
  6. Invest money in such a manner as the Executive Committee may think fit,
  7. Prepare a written financial statement for each meeting,
  8. Ensure that an annual income and expenditure report is prepared and audited and submitted at the AGM,
  9. Unless the members resolve otherwise at a general meeting, have custody of all records and documents of a financial nature of the Club that the Secretary does not have custody of, and
  10. Perform other such duties as are imposed by these rules on the Treasurer.

4.  DUTIES OF THE REGISTRAR

  1. Receive from the Association all registration material and issue information to Committee and members,
  2. Register members and in conjunction with the committee place players in the correct age groups and teams,
  3. In conjunction with the Treasurer collect membership fees, and
  4. Maintain an accurate record of teams and members on TG Sports and/or equivalent electronic registration system.

5.  DUTIES OF THE COACHES LIASION

  1. Organise and co-ordinate training sessions and meetings for coaches and perspective coaches of the Club,
  2. Encourage the coaches and perspective coaches of the Club to attend relevant coaching courses and clinics,
  3. Be available to provide guidance and assistance to all coaches as and when needed and
  4. Assist the President

6.  DUTIES OF THE EQUIPMENT MANAGER

  1. Ensure all equipment is accounted for and maintain and keep an up to date register of the Clubs equipment,
  2. Be responsible for and maintain the equipment during the season, including first aid supplies,
  3. Ensure all equipment is stored securely at all times and
  4. In conjunction with the committee arrange purchase of required equipment where necessary.

7.  DUTIES OF THE MERCHANDISE MANAGER

  1. Support the President in securing sponsorship for the club,
  2. Source quotes from preferably local business to provide required merchandise and with the committees approval purchase necessary merchandise,
  3. Ensure adequate but not excessive stock is stored securely, and
  4. Be responsible for the safe keeping and sales of merchandise.

8.  DUTIES OF SENIOR LIASION

  1. Attend the South Bunbury Football Club committee meetings, and represent the best interest of the Junior Club, and
  2. Prepare and present a report for Junior Club committee meetings.

9.  DUTIES OF SOUTH WEST ASSOCIATION DELEGATE

  1. Attend the South West Junior Association committee meetings, and represent the best interest of the Club, and
  2. Prepare and present a report for Junior Club committee meetings.

10.  DUTIES OF SENIOR VICE PRESIDENT

  1. If required chair committee meetings,
  2. Be the Club contact for all matters pertaining to Year groups 7-12,
  3. Assist the President to resolve queries or disputes from coaches, parents or other interested parties regarding the teams, players, coaches and committee.

11.  DUTIES OF THE JUNIOR VICE PRESIDENT

  1. If required chair committee meetings,
  2. Be the Club contact for all matters pertaining to Year groups 4-6,
  3. Assist the President to resolve queries or disputes from coaches, parents or other interested parties regarding the teams, players, coaches and committee.

12.  DUTIES OF A COACH

  1. Coaches are required to have a Level one Coaches Accreditation,
  2. Represent the Club to their best and do not bring the Club into disrepute,
  3. Follow the appropriate age group rules, as per the current WAFC junior Club Manual, and
  4. Ensure each player plays at least half a game every fixture provided they have meet all requirements; paid subscription, abide by the SBJFC Code of Conduct and attends required trainings.

13.  DUTIES OF A TEAM MANAGER

  1. Ensure all players are correctly registered,
  2. Collect subscriptions and forward to treasurer or registration,
  3. Advise the coach if any player is ineligible to play due to non-payment,
  4. Keep current hard copy of players medical forms at trainings and games,
  5. Keep the first aid kit provided at trainings and games,
  6. Prepare and distribute team newsletters as necessary,
  7. Support all Club Fundraisers,
  8. Prepare and submit a correct team sheet prior to each game,
  9. Organise boundary umpires, goal umpires, runners and water carriers as necessary, and
  10. Record the result of the game promptly and correctly on TG Sports and/or equivalent electronic registration system.

14.  ORDER OF BUSINESS AT THE ANNUAL GENERAL MEETING

The order of business at the Annual General Meeting of the Club shall be as follows:

  1. Opening by the President, welcome of any special guests
  2. Apologies
  3. Confirmation of minutes of the previous AGM
  4. President’s Report
  5. Treasurers Report, including the audited statement of Income and Expenditure
  6. Election of Office Bearers
    Note; All positions of the executive committee are declared vacant and nominations sought, verbal and written nominations are acceptable. Once the new Executive Committee has been elected, the proceedings for the remainder of the meeting shall continue to be conducted by the ongoing President.
  7. General Business

 

15.  ORDER OF BUSINESS AT GENERAL MEETINGS

The order of business at the General Meeting of the Club shall be as follows:

  1. Opening by the President, welcome of any special guests
  2. Apologies
  3. Confirmation of minutes of the previous meeting
  4. Business Arising
  5. Correspondence In/Out
  6. Chair Reports
  7. Agenda items
  8. General Business

16.  BUSINESS CONDUCTED WITH CLOSED OR OPEN DOORS

  1. The business of the Committee shall be conducted with open doors, except upon such occasions as the committee by resolution may otherwise decide.
  2. Upon resolving to proceed with closed doors, the President shall direct all persons other than the committee to leave the room.
  3. The business of the meeting shall proceed with closed doors until the committee decides by resolution to proceed by open doors.

17.  PLAYING FEES

  1. Subscription fee will be determined annually by the committee.
  2. Unless caregivers have sought and received special consideration from the committee, a player is ineligible to play if the fees have not been paid in full by the 3rd fixture date.
  3. Upon receipt of the full amount the player is eligible to play.

18.  CLUB UNIFORM

The Club uniform shall consist of a white and red football jersey worn with red AFL football shorts with tiger logo and AFL white and red football socks and appropriate footwear.

19.  TEAM NAMES

When there is more than one team in the same grade, team names will be decided by the committee and must include the words South Bunbury.

20.  FAIREST AND BEST VOTES

Each week the team manager must use the official vote card and the votes of 5, 4,3,2,1 must be completed after the game and sealed in the envelope provided until the official vote count. The coach may decide the votes personally each week, or may seek the assistance of the team manager or spectators.

21.  WINDUP AND PRESENTATION

  1. The Junior and Senior teams will have separate windup/presentation
  2. Events, and
  3. The Club Patron and Life members and Major Sponsors shall be invited and recognised for their contribution at the senior windup.

 

22.  TROPHIES AND AWARDS

Trophies shall be presented as follows: Years 7,8,9,10,11

  1. Fairest and Best – highest club vote scorer
  2. Fairest and Best Runner Up – 2nd highest club vote scorer
  3. 3rd highest club vote scorer
  4. 4th highest club vote scorer
  5. 5th highest club vote scorer
  6. Coaches’ trophy to be decided by team Coach

Trophies shall be presented as follows: Youth girls

  1. Fairest and Best – highest club vote scorer
  2. Fairest and Best Runner Up – 2nd highest club vote scorer
  3. 3rd highest club vote scorer
  4. 4th highest club vote scorer
  5. Coaches’ trophy to be decided by team Coach

Participation medals shall be presented as follows: Years 4, 5, 6 and Footy Champs.

  1. Male Footballer of the Year will be decided by a combination of highest club and association votes, all age groups eligible.
  2. Female footballer of the Year will be decided by combination of highest club and association votes, all age groups eligible.
  3. Best Non Playing Clubman will be decided by the President.
  4. Best Playing Clubman will voted on in a General Committee meeting after nominations sought from Coaches and Team Managers.

The following trophies are generally donated but the sponsors must be asked each season.

  1. Dau Family Award will be given to the highest club vote scorer in Year 8.
  2. Stafford Medal will be given to the highest club vote scorer in Year 10.
  3. Buswell Medal will be given to the highest club vote scorer in Year 11.
  4. Sav Davies Award will be given to the most improved player in the highest grade registered.

23.  PATRONS TROPHY

The Patron is invited to donate and present a trophy. The recipient should be the fairest and best player in the highest grade.

24.  LIFE MEMBERSHIP

Life membership must only be awarded to one or in exceptional circumstances two outstanding members per year and are only eligible if the nominee meets the Life Membership Criteria as per the SBJFC Life Membership Guidelines document drafted 2015. Life Members shall be presented with a badge at the Windup/ Presentation Evening and their name engraved on the Life membership plaque.

 

25.  CHANGES TO BYLAWS

Bylaws should be revised yearly and any changes made to the document must be passed by a majority vote by the current Committee at a General Meeting as per the Associations Act 2016.
